For the council of Potsdam, a database was created recording location and size of all graffiti. During this preventative project, social services, owners, city administration, police, prosecutor and various courts worked together to create an online portal to recognize graffiti, capture and prosecute perpetrators. In addition, the perpetrators were involved in social projects in order to show them alternatives (offender-victim compensation program).
